A Beginner's Guide to SURI

SURI is a digital tool of the Department of Treasury (Hacienda) in Puerto Rico, designed to streamline tax and revenue administration.

What is it?

«I love doing my taxes» – said no one ever. I think we’d all rather binge-watch paint dry *sigh*. But it is still something that needs to be done yearly, whether we like it or not.

In Puerto Rico, we have the Unified Internal Revenue System (SURI), a website created by the Department of Treasury (aka Hacienda) in 2016 to streamline tax and revenue administration. This system has come to replace some of the services that Colecturía Virtual used to offer. It’s made it a bit easier for the government, residents, and businesses in Puerto Rico to manage taxpayer accounts.

If you are new to taxes in PR, in this article we’ll summarize how to use SURI. It’s not perfect by – it definitely could be more user-friendly. Well, let’s just say it’s a work in progress (you might need help from an accountant). Let’s dive in! 

What is SURI used for?

Through the SURI website, users can:

  • Submit various tax forms and make payments for current or past tax periods.
  • Review, update, amend, and maintain their tax accounts with Hacienda.
  • Experience faster, easier, and more accurate outcomes than traditional paperwork processes.

Since SURI was launched, the government has been updating and refining it to improve efficiency and ensure that tax and income processes remain simple for taxpayers (still a work in progress!). You can change the language between English and Spanish at any moment during the session. To choose the language of your preference, select the Spanish/English link in the upper-right corner of the SURI webpage.

SURI services

The SURI portal offers a broad range of services, such as handling various taxes, licenses, inheritance forms, donations, income taxes, and specific processes like inheritance form submission and donation requirements for Act 60 holders.

Additionally, users can access relevant tax information and conduct various tax transactions, including:

  • Sales and Use Taxes
  • Excise
  • Application for and Renewal of Internal Revenue Licenses
  • Withholding Tax (W2 and Informative)
  • Inheritance and donations
  • Income Tax (Individuals, Corporations, Legal Entities, etc.)
  • Special Taxes Foreign Corporations
  • Handling the distribution of the deduction in the Related Entity Groups
  • Notaries – Filing of the Informative Form of Segregation, Grouping, and Transfer of Real Estate Assets
  • Environmental Protection Deposit – Quarterly Form
  • Transactions related to income tax
  • Transactions related to enrollment and renewal of the Specialist Registration Number (Specialist ID in Payroll)
  • Transactions related to tax incentives

All enrollment and renewal transactions for a Payroll Specialist ID must be conducted through SURI. It should be noted that to practice and continue as a Payroll Specialist, the individual must apply for and obtain from the Department an enrollment in the Specialist Registry.

How to register on the SURI portal

To access your W2 PR and Informative Declarations, you must be registered in SURI. Here is how you register:

  1. Access SURI here.
  2. Then, in the Registration box, choose the option “Create SURI Login”.
  3. You will have two (2) registration options:
    • Filing a Return for the first time: This option is for those taxpayers who have not previously registered with the Department of Revenue.
    • Filed a Return previously: This option is for taxpayers who are already registered with the Department of Revenue.
  4. The first and last name must be written exactly as it is in the SURI system and/or in previous years’ forms to file the application.

What can you declare through your SURI account?

Goods or services entering Puerto Rico, whether locally manufactured or imported through a port of entry, must be declared via SURI. Goods intended for sale require declaration through a SURI Declarations account, while those for personal use can be declared through non-login declarations.

Taxpayers are required to file declarations for items subject to Excise and Sales and Use Tax via SURI. During the declaration process, taxpayers must specify the items being declared (e.g., plastic, sugar, and substitutes). If only items subject to Sales and Use Tax (SUT) are being declared, taxpayers must select the appropriate box for such items.

How to see your account balance

You can see your total balance once you log in to your SURI account. You can view the balance of a particular account by selecting that account.

To get a copy of your W-2 form in SURI, follow these steps:

  1. Log in to SURI: Visit the SURI website (https://suri.hacienda.pr.gov/) and click on the «Log In» button.
  2. Select «more options.»
  3. After selecting «more options,» you will look for the area that says «frequent services» and select «print W2 or informative forms.»
  4. Choose «all» so you can access your W2 later.
  5. It’s important to note that you can only access the W-2 form in SURI if your employer has submitted a copy to the Puerto Rico Department of Treasury.

If your employer hasn’t submitted a copy of the W-2 form, contact your employer directly to obtain a copy.
